Noise Complaints Process

 


When the Government granted retrospective planning permission for Coventry Airport’s Interim Passenger Facility (IPF), planning conditions and obligations came into force. The conditions included the need for a procedure for the investigation of each complaint (or series of complaints) by an individual, with a written response being made available within a month of the complaint being made. 

A new noise complaint form is now available on the Coventry Airport website (Click Here) or by telephoning (024 7651 6402). It shouldn’t take long to complete, since only the top third of the form has to be completed by the person raising the complaint, describing the incident and details of the aircraft.

You should provide as much detail as possible about the aircraft and its route over Stretton. Although this complaints procedure was introduced because of scheduled passenger flights by ThomsonFly, it is not restricted to passenger jets. Night noise is a widespread cause for concern; although there are limitations in the details that can be obtained in the dark, it should be possible to distinguish the noise of a jet from a propeller plane. On all occasions, you should be reasonably confident that the aircraft concerned is one associated with Coventry airport; for example, it is counter-productive to complain to Coventry about a plane from Birmingham airport.

Coventry Airport should have most control over its commercial flights, which include large freight aircraft as well as passenger jets. With one exception, these should all follow pre-determined flight paths (so-called Noise Preferential Routes) which do not go over Stretton. The exception concerns training circuits for large aircraft, but the planning obligations also introduced restrictions of this kind of flight (no large aircraft training on Sundays or Bank Holidays or at night and at most one large plane flying training circuits at any time). Complaints about jets and heavy commercial aircraft should therefore be most effective.

There is currently less control over helicopters and light aircraft. This may change in the future if Coventry Airport succeeds in extending Controlled Airspace over Stretton or in its planning appeal for the New Passenger Terminal, in which case further Conditions and planning obligations will come into force. For this reason, it is suggested that complaints about light aircraft concentrate mostly on repeat offenders for the time being.

Please make use of this complaints procedure for noise nuisance associated with Coventry Airport. Warwick District Council should be monitoring its effectiveness and they should be notified if, for example, you do not receive an adequate response within a month. We would welcome feedback, positive or negative, on your experience in using this process.
